Where to get HECM counseling?
The place I like the best is Springboard. The number is 800-947-3752, option 2.
Starting October 2nd there are new counseling prerequisites for homeowners, and the counseling agency won't schedule counseling appointments for homeowners unless they've received the following information first. The homeowner must have received a boolet called "use your home to stay at home", a Reverse Mortgage Comparison disclosure and TALC (Total Annual Loan Cost) disclosure. You can get that stuff from your Loan Officer first. If you don't have a Loan Officer yet, let me know and I'll provide it to you. If you don't want to talk with a Loan Officer until you've received counseling, the Counseling Agency will provide it to you. It'll be quicker if you get it from your Loan Officer.

There are HUD certified HECM counselors listed online by state. Many of those can provide toll free HECM counseling over phone even if you are not residing in the same state. If reverse mortgage counseling is not required in person by the state, you may very well go with HECM counseling over phone.
