My Grandmother has a reverse mortgage the siblings want to sell the home according to the will except one who is the executor of the will. She wants to hold on to the home as a investment by putting the home in her daughters name and renting the home,can she do this?

As you and your siblings are the heirs to the property as per the will, then it will not be possible for the executor of the will to transfer the property in her name without your permission. You and your siblings can transfer the property to the executor of the will in lieu of a certain amount of money equivalent to your share.
