Just want to know if I can get a second loan to consolidate bills

yes, you can use a second mortgage to consolidate bills. but to know whether you'll qualify for one, let me know some details of your financial situation. and what type of second mortgage do you intend to take out - a home equity loan or heloc?

I make enough money I just got into some binds and it is too hard to get out.
My credit isn't good at all so I figure that will make it a lot harder, but my house is in my name.

You may still be able to do this but the only way to find out for sure is by applying for a loan. If your credit situation is not great you may want to seek a Mortgage Broker rather than a Mortgage Banker. Make sure to ask if the lender is able to offer FHA mortgages. It is probably the best program available for what you are trying to accomplish.
