We bought the home in Killeen TX in 1995. We moved to NC to care for my 84 year old mother-in-law, (now 93) and we're still here for her. Because the home went unsold, after two years, we had to change the home's status to a rental to pay its expenses. We refinanced the house in 2004 with some cash out for credit card payoffs. We paid off that loan January 2010. We decided to do another refi for the same reason, and all our numbers were OK- loan ratios, credit scores, etc, but Texas says we can't refi. I don't understand why, or who to contact for help. So, is there an exception I can ask for to clear up this problem? It doesn't seem fair that trying to provide loving care for an elderly family member should end up being unjust to us. Any help would be greatly appreciated!

You should contact your lender and ask him to explain the reasons as to why you won't get a mortgage refinance. They will explain the reasons to you.
