is there a law in texas restricting a cash out refinance for 180 if your home was listed on mls but not sold?

I have been told that you cannot refi with cash until 180 days past listing the home for sale, but have not been able to find where that is stated. i was also told it was 60 days for a straight refi with no cash and cannot find that either. I was trying to sell house to pull equity to pay off large debt and have good credit and income, but credit card companies actions prior to bill being law date has created a debt payment larger than previous calculations. They raised all interest to 29.9 and i have no lates etc.. I pay large amounts quarterly or yearly and had a large end of year distribution get delayed for 1 year which was to pay the debt off. basics 1st mortgage balance 255,000 and a 2nd equity 59,000 and both are 7 years old. appraisal on home is 560,000 which is undervalued. credit card debt is 85,000.
well, i haven't heard of any such specification that you won't be able to refinance with cash out until 180 days past listing the home for sale. i would suggest you to contact a texas based attorney and take his opinion in this regard.
