after almost 18 months of trying to get a loan modification from citimortgage i am told that i cant modify a texas (a) 6 loan ( texas home equity loan ) has anyone had sucess with this type of loan modification.

I haven't heard of any such rule which states that Texas A6 loan can't be modified. I will suggest you to contact your lender and reapply for modification once again. May be the lender agrees to your request and you will be able to pay off the dues as per the new payment plan.
