In Texas can I legally draft a deed conveying my property to my mother without going through a title company? Who notifies the tax authority that the property was sold to my mother.

You can use a quit claim deed in order to transfer your property to your mother. You do not need to contact a title company for it. However, you need to notarize and record the deed at the county recorder's office. Your mother may contact the tax authority and inform them that she is the owner of the property. This will help her change the names on the property tax bills.
