I have borrowers interested in purchasing SFR & vacant lot investment property in Houston, TX, for about 50% of ARV. What hard money lenders are oblivious to credit and will lend purely against the equity, and LTV.

As much as I know, this community has a number of lenders helping people with a wide variety of loan programs in different states. I suggest that you ask the borrower to request for free mortgage quotes in this community. And to know what happens after requesting for quotes, please refer to the section on Mortgage Quotes.
Let's hope the borrower gets a suitable offer asap. :)

Are the borrowers willing to take loan on 50% of the After Repair Value(ARV)? I think the borrower can even take mortgage on 50% to 80% of After Repair Value. But the interest rate may be a bit higher.
You can definitely request for the loan from the rated lenders of this community as James has pointed out above.
