How To Qualify for Global Settlement?

I purchased a house in August 2007 with a 20% down and loan with ABN AMRO. Two months later CitiMorrtgage informed me that it was servicing my loan and to send the payments to them.

Like most homeowners, my home is underwater and I am trying to refinance to a lower interest rate. I contacted CitiMortgage when the Global Settlement was announced and was informed by CitiMortgage that my home is not eligible since CitiMortgage does not own the loan.

I was then informed that I could apply for a regular finance if I wanted to pay the difference (almost $200,000). I can't pay the difference.

I found out that ABN AMRO still owns my loan but that it has been sold to CSMI Remic; both companies are subsidiaries of CitiMortgage.

Help! I am looking for any suggestions as it makes no sense that both companies are owned by CitiMortgage and I am not eligible; CitiMortgage services my loan and because my loan is not guaranteed by governmental programs, I don't qualify for any assistance...excellent credit, never late.

If your loan is not guaranteed by the governmental programs, then you may not qualify for any kind of governmental assistance. I will suggest you to contact the lender and ask for a normal loan modification.
